The only exception to the above rules is in favour of aircraft

carried on board a vessel of war, which, so long as they

remain on the vessel and do not indulge in flights over

neutral territory or waters, are deemed to be part of the

vessel. The rules of neutrality provide a limited right of

sojourn for belligerent vessels of war in neutral ports and

waters, and also a right of innocent passage through neutral

waters, and this right extends to any aircraft carried on

board such a vessel while remaining on board.

Ministry.
